What shua is misunderstanding here is that the first instance of paperwork is in reference to filing for a non-BIG form of aid, whereupon enrollment into Nixcome is automatic. They can opt out with additional paperwork.

Thank you, Tyrion. That clears things up for me somewhat. Still, it sounds like a confusing process just to opt out of BIG and I do not understand why we would want to do that.

The reasoning is that not enough people are using BIG, and we're trying to actively encourage people to switch from the less efficient forms of aid. An opt-out essentially hooks people into the program.
