Education is not my strong suit, but bear with me here...


If we ban vouchers entirely, how will we handle situations where a national emergency and/or lack of a public school in an area occurs and vouchers are needed to educate some kids? For example, vouchers were used heavily during the Hurricane Katrina aftermath when thousands were relocated. I have always never fully understood the program anyway.

Maybe I need to offer an amendment?

I don't like a blanket policy like this at all. The amendment improves it some but I think a region or a locality should make the decisions regarding how to spend there money and removing responsbility over such important matters will only decrease interest and involvement in local government.

As for the education itself, there are situations where I can vouchers can be positive, for instance if the local school is in transition but still failing or underperforming, it isn't right to sacrfice a whole class while changes are being made. They thus can provide some flexibility without such coming at the cost of the students.

Instead of banning vouchers entirely, why not look at charter schools? I am all for a strong public education system, and I am fine with private schools as well as long as you can afford to go there. I have always been wary of the voucher program, but it does have its benefits when private schools are the only option in some areas, and as I stated above, and it helps in areas when situations arise when attending public school is not an option.

Charter schools have never made sense to me. They are publicly funded schools that operate on their own and I believe require no one pay tuition. As the bill is written now, that blankly bans all vouchers, I would have trouble signing it, but I think I can offer some type of amendment in a bit.

We still need to add a provision allowing federal funds to be used in cases of national emergency like when thousands were relocated during the Katrina disaster. Vouchers were used during that time to school a lot of the children that couldn't go to the public schools in the area.
