*puts the rum bottle down* I raise an objection to the bill. Several counties are dry for numerous regions which does not include bible thumping. Numerous Native American/Atlasian and Alaska Native communities are dry due to the fact that alcohol abuse has historically been rampant in Native American communities. Furthermore, Native Americans are pre-disposed to alcoholism. Although I am certainly not a fan of dry counties, I wanted members to be aware of some of the cultural implications and sensitivities around this.

I don't think this would effect Native American reservations, so I doubt it will have that much of a cultural impact.
Reservation are located within counties and due have municipalities which this law mandates must allow the sale of alcohol.

That can be easily fixed by providing an exemption for municipalities under independent tribal control.

Nay, but I'd be amenable to the first clause in an amended form to clear up some of the language (I notice a loophole currently which could allow certain groups to take advantage). As a precedent, things we make legal at the federal level should be legal throughout the lands, in my opinion. I still, however, prefer the age of majority to be 18.

OK, thanks for clarifying that.  I was sort of mystified as to how MDMA would fit into the 'harmless' substances category (then again, neither should alcohol), but a legal distinction makes sense.

If these substances are legal - shouldn't they all be sold with warnings of some sort relaying potential mental and/or physical damage?  It is only fair to the user.
