I'm going to check in with the GM to tell us just how much income this will yield for the federal government.

There's no chance it will pass in the current form, so you really shouldn't waste his time.

Would you like to offer an amendment then, or just continue down the path of not contributing much of anything to Senate debate?

You're hilarious, but it's good to know you don't think I offer enough amendments.

Okay, I looked at the previous two years budgets, and the revenues from the estate tax were included at the level that I estimated for the Public Housing Act rates, so there's no need to do anything if we want to keep it at those rates.
And I don't think it makes sense to constantly tinker with the rates. We need to allow people the chance to plan for this tax.  I reintroduce the motion to table.

I motion that we not waste the Senate's time voting on a motion that won't pass.

Fine, nevermind then, since I'm possibly short one vote on tabling it, and the GM doesn't have to bother with your request anyway if he doesn't want to. Let's just finish this thing one way or the other so we can move on to whatever awful bill is next.

I am assuming this applies:
ATTENTION - AN UPDATE TO GAME MODERATOR POLICY

Over the past month, I've developed a sense that some of this office's policies could be improved.

Once I have answered outstanding requests in this thread, I will not provide cost analyses of legislation. I will only answer requests for A) raw data necessary to reach those estimates or B) information concerning the effects of active programs. In short, I will only provide you with the kind of knowledge that policymakers in the real world could access.

Providing cost estimates is a lot of work, but I've chosen to break with precedent for a different reason: The cost of any proposal is a valid subject of debate. Policymakers are not omniscient, and any estimate or projection is necessarily based on fallible assumptions. Discussing and justifying those assumptions should be a part of the legislative process.

And that's what our current system gets wrong: Instead of engaging in debate over how the cost of a proposal should be estimated, the GM produces an estimate by fiat. That's not healthy. The GM will continue to answer your calls for assistance, but future requests should be more like this and less about effectively letting me determine whether your proposal will be cost-effective.

Aye

I encourage the President to send this bill with a redraft if it should pass, since the Senate doesn't seem to want to actually debate/offer amendments to it.

Nay

Since the final vote hasn't been closed yet, after further reflection I decided to switch my vote to Aye so that we at least have a chance to continue debating this as a modified redraft rather than simply killing the whole thing with little debate.
