Obviously I would much rather live in Harlem (normal). My concern is cost. There's no way in hell...so I held my nose tight and voted Panhandle. :/

I live in Harlem right now. It's great! Certainly better than the Oklahoma panhandle, which is one of the worst places in the United States.

It would probably be easier to ignore my neighbors in the Panhandle, but I would probably have better neighbors in Harlem. Undecided.

Harlem isn't that great, but anywhere in New York is about 50,000 times better than the f[Inks]ing Panhandle.

Kid, I've been trying to drive this point through to people for the last five years or so on here.  You might as well be punching a brick wall.

With that said, Harlem.  You have to go dozens of miles in the Panhandle just to find civilization.  And once you do it usually is a town of about 50 people.  And unlike Alaska, Montana, Idaho, Wyoming, and maybe even Utah the climate doesn't justify it.
