Underwood has better politics, Urquhart is far more...openly, honestly sinister and less conflicted.

Urquhart is my favourite, without a doubt. What made Urquhart extremely amusing for me (among other things) was that it seemed that it was all just a game for him, and at some points he actually decided to complicate things just so he could amuse himself. Underwood's quest is more personal and perhaps more "realistic", but I prefer Urquhart as the superior sarcastic magnificent bastard.
