Why don't we just start phasing it out now then?

If DC blocks supply, private companies and foreign governments get filthy rich from shortages (2008). If DC keeps the taps open, and they somehow build a coalition for raising taxes, DC pockets some revenues to aid phase-out.

Doing what is most convenient in the short term is how we got ourselves into this mess.

The Machiavellian part of me says no because I believe there is a slight economic benefit to keeping Canadian oil bottled up, the pragmatist in me says build it because it's much ado about nothing.

It's not much ado about nothing. Who benefits from a glut of Canadian Select in the US Rockies and Canada's lack of oil pipeline capacity to the Atlantic and US Gulf Coast refineries? Who else has plenty of heavy sour tar sands with access to the Atlantic?

Venezuela.

Explains why Chavez had such a hard on for Obama after KXL was blocked.
