I'm guessing that if there'd been no NATO intervention, there'd still be an ongoing insurgency there.  He wouldn't be "in power" in the entire country.


I'd personally say that he'd have crushed the uprising and probably flattened Benghazi afterwards.

If it hadn't been for the NATO intervention, he would taken Benghazi. He was stretched thin, but on 19 March he was attacking that city and Misrata, the centres of rebel territory.

After Benghazi fell, the rebellion would have probably collapsed in short order.
