I'm guessing that if there'd been no NATO intervention, there'd still be an ongoing insurgency there.  He wouldn't be "in power" in the entire country.

I'd personally say that he'd have crushed the uprising and probably flattened Benghazi afterwards.

Once the uprising was in full swing, did he actually have the manpower to ever hold the entire country together at once?  Seems like he was stretched pretty thin.
