Carter is harmless in his capacity as a former President.

Carter, which is saying something, because in all honesty he was an awful President. I do appreciate his criticism of Israel in the Israeli-Palestinian conflict, however. It's refreshing to see an American president that isn't an AIPAC flunky.

Herbert Hoover? William Howard Taft? John Quincy Adams?

Went Willy, though I do hold great respect of Carter's post-Presidency work.

The question is ambiguous.

If it's for work done since their presidency, then Carter wins by a mile.

Did you read the word "former"? For Christ's sake, m'lad. He was practically responsible for helping rebuild Europe post-WWII. I'm not saying he's the best former President, but A) he did some pretty good things after he left office, and B) I wanted to propose alternatives to Carter.

Clinton has brought more swag to India and Haiti than any other president in history.
