Republicans know they're toast in this district when the retarded top two system won't block a Democrat from being in the general election. The district is D+5, and the next most Democratic district held by a Republican is D+2.

It was Safe D with Miller, it'll be Safe D without him.

If anything it's less safe without him, because the Democrats would be more likely to get one of the top two spots against a Republican incumbent then in an open election. But I imagine the Democratic party will back a candidate in the primary. The top two system really encourages parties to pick a candidate early, which I don't think is generally a good thing.

That's not what happened in 2012.


But we're talking about 2014 now. A Republican besides Miller COULD have gotten into the race,  but none did. And if the candidates in the primary are Gary Miller and 4-5 Democrats, logic dictates that the top two would likely be Miller vs. Aguilar/Baca/Reyes/Tillman.
