Yes, Seattle is very liberal, but also very white. WA-4 has a growing Hispanic population, more than WA-7.

Every open seat has Roll Call name about 10 or so candidates that could run. They usually get a couple of them right.

WA-04 is around 25% Hispanic, IIRC. I think it's the least white district in the Pacific Northwest. However, I'd wager most of the Hispanics there aren't eligible to vote, and the ones that are eligible don't turnout very well. I could see it becoming a competitive seat in a generation or two, but for now is super-safe R.

WA-9 is actually the least white district, since it's a minority-majority district (barely). It's 48.1% non-hispanic white. WA-4 is 56.1% non-hispanic white (37% hispanic), while WA-7 is 72% non-hispanic white.

Fun fact: Inslee represented this seat from 92-94. Hastings beat him in the 94 Republican Revolution. Inslee moved to Western Washington and returned to congress with his win in the 1st district in 98.

I'm kind of annoyed that all these ultra-safe Republicans are retiring while the Dems that retire this year tend to be somewhat vulnerable.

I'm surprised that Inslee was able to win here in the first place, considering that even Bill Clinton couldn't carry this district.

He's originally from Western Washington, in the area of where WA-01 was in 1998. After he finished law school he set up his practice in a small town outside of Yakima, in Central/Eastern Washington. He represented the area in the State Legislature and Congress before losing in 1994. Then in 1996 he ran for governor and lost. So carpetbagger isn't quite the right adjective, but it is an unusual situation.

Every Republican is electable in WA-04 so no need to worry about that. Even Didier, who is a real Joe Miller type, would have no trouble here.


Personally, I think Didier or Newbry wins it. It's possible that the Dems don't put up a candidate or fail to make the Top Two, in which case the more liberal Republican would probably win.

The most moderate Republican in the area is probably State Rep. Maureen Walsh, who lives just outside WA-04, in the Walla Walla suburbs. She gained fame for her viral speech in favor of marriage equality, and she's so moderate that most of her opponents have been other Republicans looking to kick her out. She'd have little chance in a primary, unless she somehow became the de facto D candidate.
