Since turnout is going to be very low in these primaries in 2014, why don't have a literacy test anyway? Some people are just too uniformed to vote. It probably shouldn't be mandatory, voters are just lazy and uninformed, it's depressing.

Voting is mandatory in Australia and all it does is increase voter apathy.
