West Virginia has a few in Charleston and maybe one in Huntington. Not sure on Arizona and Oregon. Also, North Dakota is gaining in Somalians not sure if they make up a majority of a precinct yet though.

Some have migrated from here to Fargo yes, but they're not even double digits in any in the state yet. Incidentally that's not even the highest black percentage area in the state, but rather the air force base precincts. Also I'd imagine the majority of black migration to Fargo from the Twin Cities is non-Somali.

Alaska - No
Arizona - There was one at 49%, but no.
Hawaii - No
Idaho - No
Maine - No
Montana - No
New Hampshire - No
New Mexico - No
North Dakota - No
Oregon - Surprisingly no
South Dakota - No
Vermont - No
West Virginia - Yes, one in Beckley (Raleigh County, this one's 90% black too!), two in Charleston, one in Huntington, one down by Northfork in McDowell County, and one down by Bluefield in Mercer County. 6 in total.
Wyoming - No

I also checked Iowa, but it turned out that Waterloo had 2 or 3. Also, Utah doesn't have a black precinct (although weirdly enough it has a 100% Asian precinct, although with 4 people). Also Rhode Island doesn't have one (41% tops). Though I also checked Colorado and Washington and they have a few.

So on a map:

67 - Has no black majority precincts

471 - Has black majority precincts
