IMO, operating a sock account should be within the rules as long as the main account agrees to take all infractions/bans handed out to the sock as well.

What about socks that report the original account's posts?

I... don't know why someone would do that, but I don't see any reason why such a case wouldn't be handled how it would be handled if it were an actual poster reporting someone else's posts.
