This bill formally recognizes the newly annexed Canadian provinces as states in the Imperial Dominion of the South and assigns them to districts.

For this legislation, I will use my power as Speaker to request unanimous consent and, barring objection, move this to a final vote tomorrow evening.

     District 1 has Puerto Rico already, so I think it should get one province and District 2 should get two. These are all uninhabited, so I think a 2-2 split would be a reasonable way to help promote and maintain population near-parity between the two districts.

I'm not comfortable with a bill that professes to annex Canada's sovereign territory. The common market legislation passed under President Marokai does not transfer Canadian land or citizens to the government of Atlasia; it provides stronger representation to Atlasians living in Canada. The current language of this bill makes it sound like the IDS is quite literally taking over the Canadian maritime provinces. I'm not necessarily opposed, but given that the Atlasian government has not sanctioned this type of action, I'd argue that this regional government is out of line to take foreign policy actions on its own, without the consent of the federal government, with this bill.

I know what the intentions behind the bill are, and I don't mean to hold things up over a logistical dispute... but the way we're doing it here doesn't sit well with me. Maybe my interpretation of the Atlasia-Canada common market is off, but I don't think the Imperial Dominion of the South should inadvertently cause war by annexing Canadian provinces if this is not an arrangement the Atlasian and Canadian governments have condoned.

If I could go back, I probably would have named the bill differently, and if it's that much of an issue, we can amend it at any time.  The bill does not formally annex Canadian territories or even give permission to the federal government to recognize registrations.  That's already been done.  Rather, the bill just welcomes the provinces and assigns them to districts, which had to be done at some point in order for future registrees to have representation.  If the bill fails or gets vetoed, I will propose another bill with slightly different language.  I just thought this was something that we ought to get out of the way.

Time is expired and the vote is tied with one member voting in the affirmative and one another voting in the negative.

I searched the R&P and the Constitution and neither of them say what to do in the event of a tie.  Does the bill fail?

     The lack of a reference to ties is problematic. That should be fixed along with the lack of a quorum requirement. I think the default form is to fail bills that tie, but we need something more explicit.
