Presidents Putin and Mugabe would like you to think so.  And historically, let's not forget the Porfiriato in Mexico a century ago under President Diaz.  That's not to say that FDR was as dictatorial as those three, but his insistence on dying in office shows his hubris was in the same league as theirs.

No (R).  That title belongs to one, and absolutely only one man, and that would be Lincoln.
However, FDR would definitely be in my top 5.
