The amendment has been adopted.  Where are we on this now Senators?  The adopted amendment is just a badly needed bandage to the overall problem here.

A bandage that will hopefully allow us to resume debate on some kind of reform package here.


Shua's proposal in the debate thread to switch from a sliding scale of benefits to a sliding scale of premiums interests me. I would be up for pursuing that along the lines he described, adding in the high risk pools and HSAs, which I recall he talked about too, whilst of course preserving coverage for the poor and preventative care.

We should probably just repeal the HCRA of 2004 then since and start over with HSAs in this then. The world of healthcare Atlasia in 2004 was much different five years before Fritzcare compared to five years after it.

Does 60:53 really solve the problem?  It seems like it would still ban providers from charging the uncovered portion of a procedure.   Can we just strike the whole clause?

.) Licensed health care clinicians who accept payment from the Atlasian National Health Care Program may not bill any patient for covered services or covered portions of services for which the aforementioned program is paying.


Maybe it might just be better to start over completed and rewrite the clause from scratch.

I was talking about the sliding scale premium but people were not pretty happy with my idea that I consider much more sophysticated than indirect taxation for funding of the program.
