Because, he rightly saw that just finding a way for Bushie to live in his lazy ways with minimum consequence as possible was probably best for him in the end.  Considering Bushie's physical shape, it's not too unlikely he could have gotten a government check cut for him to sit around and watch college football.  No, you certainly wouldn't write a Hollywood script about the way The Fallen One recommended Bushie live, nor is it a shining example of how one should exist within the frame of a society, but it was probably all for the best.
