FA, largely because I agree with the spirit (if not neccessarily the ineffective implementation) of the law, and because the system it replaced (the old Elizabethan system) was a ramshackle old system which was very outdated by the 19th century.

More seriously, the old system needed updating, but the implementation and the law left a lot to be desired.

Evil.

But also an example of staggering incompetence: those responsible for it seemed not to be aware that society was changing in an unprecedented and rapid way. Which had consequences.
