I quickly dropped in some stuff about biohazard containment, but I wasn't quite sure how to approach it.

There are a lot of factors we need to consider now that we're not alone, so hopefully we can craft this into sort of an omnibus bill on the topic.

I agree with the SoIA, I really think we should wait to see if we are actually facing alien aircraft before legislating on this. Somehow, I still refuse to acknowledge this whole situation.

Federal action is absolutely neccessary, but unless you want me to audit the finances of the described unidentified lifeform, or acuse them of securities fraud, I'm generally limited to small measures such as this.  Back to the point, extraterrestrial contact is so specific that it leaves little room to assume that this may not actually be extraterrestrial contact.  Let's not legislate ourselves unprepared.

Also, I feel silly even debating this impending invasion.

Well, I think the biohazard stuff is important regardless of whether they "mean" harm. Any exposure to their form of symbiotic microbial life could easily result in death. Really, it's small pox blankets times a million.

Unless, that was withdrawn, but I don't see where that was done. The latest amendment would erase it.

Why would we make claims of extraterrestrial contacts illegal? We've had people claiming things for decades. No need to fine them over it.

Maybe if they mimic attacks and take it to the extreme, sure, but otherwise it's a bit too far. Maybe we should clean up the language, because I don't want to imprison people who make UFO videos and put them on YouTube or tell their friends they were probed by an alien in their dreams.

I think I'll have to object, firstly because minimum sentences, but also because I think they were made unconstitutional by this.

Yeah, I suppose we could classify some speech as illegal because of public safety, like yelling bomb on a plane or crowded room. My concern with the initial amendment is that it will make UFO movies illegal, and who doesn't like a good UFO claim?

And I think minimum sentences were outlawed a while ago too. I forget if it was ratified though.

If it's just a recommendation, it's not a mandatory minimum.  All the same, I object to the amendment, since there is a freedom of expression issue.
