I'm kind of on the fence on the provision in question.  Is it not the responsibility of the legislators to vote when it is time to vote?  If they don't want to do their jobs, I don't see why their absence should affect the fate of the legislation.

Two other amendments.  One will allow the Emperor to directly propose and sponsor legislation without having to ask a Representative to do it for him; the second will remove the cloture requirement that hasn't been followed in months.

     I think I do get to propose my own legislation, though I prefer to ask Legislators to do it simply because I will need them to turn up and support it anyway if it's going to pass. Getting a slot specifically for the Emperor is a new idea, though.

Ah.  I checked the S&P and it appears you're right, but I still think we should create a new slot so that the Emperor can have more direct access to his bills.

I mean, say you were staunchly pro-life and asked someone to sponsor a bill banning abortion or something of the sort.  Someone like me, who is pro-choice, could sponsor the bill and amend it until it's absolutely meaningless or at least make it harder for the bill to do what it's intended to do.  That hasn't happened yet, but it is a risk you'd take by not sponsoring your own legislation.  I understand why you prefer having Reps sponsor your bills, though.

     I understand what you mean there. It is also possible that there is something that is deeply controversial at its core and nobody wants to attach their name to it. The Emperor might not be able to get anyone else to sponsor the bill, but maybe he/she/it/whatever-other-pronoun can articulate good reasons for it on the Legislature floor and can garner support for it if given the chance.
