FDR and Lincoln shouldn't even be in the debate. Washington is debatable.

My biased opinion will make me say JFK. From a non-biased standpoint, I would say Grover Cleveland.

How is Grover Cleveland being the 2nd-greatest President in US history "non-biased"?
Non biased:
Understood hard money
Fought against imperialism
One of the first presidents to appoint by merit
Did no harm tot he economy



Hard money and anti-imperialism are not objectively good things (and aren't things like slavery and WWII more important?), and there were quite a few Presidents who improved the economy.

Yes, but that was largely due to the bubble that developed under Harrison.  Blaming the economy in Cleveland's 2nd term on Cleveland would be like blaming that of Obama's 1st term on Obama.
