Heading off a lawsuit over compliance with a federal voting rights law, California officials have agreed to help millions of state residents register to vote.

Under a deal announced Monday by several voting-rights groups, the state will send voter registration cards to nearly 3.8 million Californians who have applied for health insurance under the Affordable Care Act.

The move will ensure that many residents can complete or update their registration in time for the June 3 primary election, representatives of the groups said, and bring the state into compliance with the National Voter Registration Act of 1993. The law requires that certain state offices provide clients with registration opportunities.

The Department of Motor Vehicles and state offices that aid low-income mothers and the disabled are also among the agencies required to provide registration services.

Look at my voter turnout chart that I made after the 2012 election:

Look at the "VEP/RV gap" column.

CA has the largest amount of 18+ citizens that are currently not registered to vote (5.5 million).

Maybe the Democrats will have a chance in California now that the State is no longer engaging in this form of voter suppression.

You jest, but I could imagine this making a difference in a Central Valley district or two.

What California needs to do is start mailing NVR forms to people in other states.

I wonder if CA is the only state to send out these voter registration forms to Obamacare-applicants ...

And if yes, why is the federal government not implementing the same thing, or at least all the states controlled by Democrats ?

I mean, I'm pretty sure the Republican-governed states would be opposed, because the biggest fear of the Republicans is that every eligible citizen in the US gets the chance to vote ...

I've heard prior discussion about this, but I don't know all of the states that are doing it. One somewhat red state is doing it:

Good idea.  There's no reason for people not to be registered to vote.

Well, good.

But if you look at my voter turnout chart once again, KY has already registered 92% of its eligible voters.

Of course, the closer to 100%, the better.

But an effort like this would be more needed in states like AZ or OR for example, where only 70-80% of eligible citizens are currently registered to vote.

Or in Texas where 3 million eligible people are currently unregistered.

I mean every eligible citizen should automatically be registered, but this might help if Valdao's seat comes down to the wire (though the way to beat him is really to run a top-tier candidate in 2016).

Or Georgia, where 700,000 African-American adults are currently unregistered, in addition to an estimated 300,000 Latinos and Asians, plus an estimated 550,000 Democratic whites. In the third-worst state on your list, it just got a heck of a lot easier.

...

Why does the Obama administration not show a spine for once and go ahead with sending out the voter registration forms to anyone who applied for health care ?

And why are the Republicans having a problem with the government registering millions of previously unregistered people ?

In every other civilized western country this wouldn't even be an issue, because all parties in these countries would be uniformly in favour of automatically registering ALL eligible people ...

But not in the USA.

That's not a good sign…

Although I guess it's possible they checked the box and claimed it had already been checked as part of a political to make the Democrats look bad.

In any case, the right-wingers are not going to let this go.

It's highly possible that the senile old bugger crossed the wrong box himself, got distracted, and then they noticed it later and cried foul to the media.

Regardless, party registration matters little, especially in a state that now has a jungle primary.  And they were already registered anyway, so why not just throw the form away?!

I imagine there will be a red shift this year since Democratic turn out in California in 2012 was pretty amazing (a lot of union opposition to Prop. 32, as well as support for Prop. 30). And the 3 Democratic State Senators with scandals may hurt Democrats.
