Sorry, was traveling yesterday.

This bill will ensure that labor contracts are maintained and that new unions can submit a first contract to binding arbitration. IRL they're not granted that ability, which leads to a lot of companies trying to avoid bargaining by continually rejecting that first contract in an attempt to break the union.

What is a first contract to binding arbitration?

A first contract would be submitted to binding arbitration so that the workers are guaranteed a collective bargaining agreement.

So, it's just so that a union can be established?  Or are specific demands placed on the employer that they are forced to accept? 
From the wording, it looks like this is for any time a new member joins the union - is that right?

No. It refers to the first collective bargaining agreement established between a new union and an employer. I'm going to offer an amendment to clarify the language. It's so that a union is guaranteed a collective bargaining agreement after a union is already formed.
