Sorry, it's a bad American (I think?) joke. When someone says something highly negative about you, instead of saying "I resent that remark", you humorously imply that you actually do have all the negative traits they're ascribing to you. So for example, if someone called George W. Bush a bloodthirsty moronic cowboy, he could say "I resemble that remark", pretending to admit that the insult was true.

It seems to be more popular among the younger crowd.

It's probably just me, really. But I don't get out much and don't have much friends, so I hear myself using it a lot.

The approaching-retirement-age security guard at my work sometimes uses that expression.  I think it's quaint.
