Is this college that we're talking about? I support this for sure, but want to be clear that we're talking about post-secondary as opposed to secondary. I know as a high school student around here, you don't accrue expenses unless you buy a calculator or a computer or something, in which case I would still support.

Also, is clause 2 based upon income? That would probably be most logical.
