IDS2: Resolution on Popular Sovereignty [Statute]

     Perhaps injecting a little debate here, we've typically dealt with this sort of thing in the past by submitting foreign policy suggestions to the Senate. If you want to do something like this here, then it sounds good, in a rather coy sort of way. Otherwise, I daresay there isn't much point to the resolution.
