The likeliest explanation is that Rogers wants to maintain a high profile. Presidential speculation is not going to hurt his radio show and may drive interest in other projects (book deals, etc.)

I don't think he'll run for President, because that wouldn't give him enough time to establish his radio show. A media-savvy guy from Michigan who was Chairman of the Intelligence committee could get a cabinet appointment from the next Republican President, or make the Vice Presidential long-list for a few presidential contenders.

If he later wants to run for President this wouldn't be a bad way to do it. His fourteen years in Congress give him conventional credentials, which he could combine with celebrity. Fred Thompson and Herman Cain laid out a blueprint for someone with a savvier campaign. He'll probably lose but that's the case with most people who run for President.
