Most of the base of the GOP isn't.  When the Republicans start getting worked up and calling for the government to require electric companies to offer free opt-out options to consumers from smart meters or requiring telecommunications companies to continue providing landline services (both of which are bills that Michigan Republicans have introduced), that's not "limited government".

Of course not. They only say that as a buzz word when they know the government will do something they don't like that the private sector can't take care of. (helping the needy, anti-discrimination laws)

If they really cared about less government, they would want:

- freedom in relationships and sexuality (even if anti-abortion can be spun as protecting the fetus, the GOP still wants more control over anything related to sexuality)
- no corporal punishment for schoolchildren
- no death penalty in cases with any reasonable doubt (Troy Davis)
- less power for police

and so on...
