If Grothman is the Republican nominee and the Democrats can get the Manitowoc Mayor or County Executive from Winnebago County, it could be competitive like Lean/Tilt R. If its not Grothman then its a Safe R.

Grothman is against the United States being anti-"Kill the Gay's" in Uganda.
