Hand-waving the ongoing argument, I would just say that I think Bush Sr. was uniquely capable of handling American foreign policy during the fall of the USSR. Even his decision not to march to Baghdad during the Gulf War was influenced by a desire to not be seen as taking advantage of the decline of the USSR to create an "American Empire". IIRC he even offered for a Soviet force to join the UN forces in liberating Kuwait.
