We may need a GM analysis on this. This is to aid those who are homeless in our region. A larger amount of Pacificans are probably in this unfortunate position than usual, considering how extremely difficult it is to find a job. In addition, this will reduce unemployment because it is a huge boost in jobs for the construction industry.

I hate to interrupt the flow of debate here but while we're discussing stimulus funds, shouldn't some be used for the droughts physical/economic damage?  For strategies that will mitigate such future emergencies?

I will support a stripped back version, but I don't see how as worded it is prudent. At least not without knowing the benefit of it.
