Go to bed early, get up early- this is wise. Some authorities say get up with the sun; some say get up with one thing, others with another. But a lark(云雀,百灵鸟)is really the best thing to get up with(起床时带着). It gives you a splendid reputation with everybody to know that you get up with the lark; and if you get the right kind of lark, and work at him right, you can easily train him to get up at half past nine, every time—it's no trick at all.

not really, most schools tend to start around 7:30-8:30

Here, school and work start between 7 and 9am.

This is early.

9:30 is still early, but I'm already really awake at that time.

For many of us night owls, yes, but generally no.  The joke here is that you can make people think you get up early by telling them you wake up with the bird when really the bird is not waking up until late.

Of course not.  This is an example of sardonic humor. 

It may also be an intentional double-entendre, given the fact that an activity undertaken "on a lark" means that you are something whimsical or for your own amusement.

In any case, I think this passage was meant as a bit of a joke.
