Jonathan Bernstein has a good primer on why "Will so-and-so run for president?" is a somewhat misguided question.  It seems to miss the point that the race for the respective party nominations is going on right now, not off in the future at some point, and that the decision about whether to run for president is an ongoing one, rather than a one time yes-or-no:

So, Jeb Bush, Paul Ryan, Joe Biden and Hillary Clinton are already running?

There is a sh**t or get off the pot moment, and that's distinct from potential candidates keeping the door open.
