This is a worthwhile bill, but I certainly wouldn't mind duke vetoing it so more work can be done on it.

If this is the case for you as well, shua, I ask that you please change your vote. A redraft and more time for debate is better than letting a bill that would do a lot of real good die here.

I am willing to redraft if most here have an issue with section 2. I just want to make sure we aren't needlessly arresting people for being intoxicated in public if they are harming no one, and I understand allowing it on public transit may put others in harms way.

I've been hammered on plenty of buses/subways before, I would know. Drinking is my speciality after all.

Well, since no one wanted to chime here on the main concerns, here is my redraft. Essentially, I don't want to tie the hands of regional governments to legislate laws in areas where the public may be at risk when drunks go wild, but I do agree arresting someone mainly because they're intoxicated in public, yet not hurting anyone, is silly.
