What do you mean by "bigger issue?" Do you mean what Republicans themselves care most about, what has the greatest potential to hurt them, what has the greatest potential to help them, etc?

It's still Obamacare with a lot of Republican politicians, but most of the actual people realize that it's not the evil grandma-killing America-destroying Depression-causing Socialist Marxist Kenyan plot they were promised and have moved on with their lives.

Obamacare is a great stick to beat Dems on the head with. Abortion is fading, but if the GOP ignore the issue too long they will be in (base-related) peril.

Tax cuts will probably be talked about less for congress, partly because people got pretty pissed off with the whole "GOP pulls a Mexican stand-off over tax, then capitulates after plunging world markets in peril" schtick.

Republicans don't actually care about repealing Obamacare, and they won't do it if given both chambers of Congress and the Presidency, because they came up with the plan in the 1990s. They'll win and take credit for the program, just like they do with literally everything else they oppose. Likewise, Republicans don't actually care about abortion, given the fact that in spite of having control of both chambers of Congress and the White House from 2003 to 2007, they never once moved to outlaw it or restrict it in any serious way. Abortion, like Obamacare, is a 'rile up the base' issue. If they were to lose it, they would probably see the demobilization of large numbers of voters who align themselves with their party.

Tax cuts, on the other hand, are always the most important issue for the plutocrat-owned GOP, which wants to put the slide into the Second Gilded Age into high gear and gut any pretense of social equality through the tax code.
