Alright, so this is fairly straightforward.

First off, this would automate the process. Right now, the Governors need to declare a state of emergency due to drought. There's no need for that. If we're in a drought situation, this money should be available.

Secondly, I included some nice metrics which the SoIA's office can use, at its discretion, to determine the intensity of a drought.

Demonstrating a loss of income is a subjective and useless process. I also cleaned up the rather generous loan forgiveness language that I don't think was intended to be so "giving".

Seems rather reasonable to me, specially taking into account that a Regional Governor may not be available or could forget declaring the state of emergency. I support it.
