Certainly, at the very least, conditions could be attached to the monies given and carry some weight with those conditions.

I tried that approach already with an amendment, and it failed.  As it is now, the money in Section 1 is conditional on whether federal bureaucrats feel like taking the option of handing it out, but the onus on the school districts to comply with this law is not optional.  How is that right?

I guess we can go threaten to take all their federal funding away if they can't come up with the money to meet these mandates, but isn't that just a little perverse?

Not all their funding, but perhaps just all their education funding.


Okay so we are going to take away the federal funding for school lunches because they don't hire tutors, at the same time as we are mandating the provision of school lunches?   Which Senator are we going to appoint to go to schools around the country and explain the logic behind that one?

My big goal with this initial bill is mainly to expand the access of technology to all our public schools. It's the 21st century. We need a 21st century educational system. I'd LOVE to tackle the textbook industry in general and shift from paper to electronic books that allow more interaction, but perhaps that is biting off too much at once.
