What is the rationale for a federal loan program?   If a bank isn't willing to loan someone money for a business, how does it make sense for the government to step in?

Because we are backing the loan and guaranteeing it to up to 85%. We are basically strong-arming the banks to do as we say.

I don't know what Atlasia law says or if we have regulations in place like we have in the US, but right now, banks are sitting on a record amount of capital and loaning it out at a record low rate. Getting a loan is difficult. Do I want to go back to the days of yore when our economy almost collapsed? No.

But I do want to set up a program that says, if you don't want to loan money, we are going to give you more capital, with strings attached, and we will back them so these businesses can get capital they may need to upgrade facilities, aging infrastructure, etc. Or even loan money out to a guy who is starting a new business.

Maybe the banks have a little bit of a point in not wanting to loan it out - especially with the current business regulatory climate ?  I don't want us to be set up to where we can expect to be bailing a bunch of failing businesses out of debt.  Also, I don't like the idea of the government taking the bulk of the risk but the banks get to collect the interest.

We actually did have a Small Business Administration that was funded by the Chain Business Differential Tax by this law.   However it looks like in last years budget the SBA disappeared and the money from the tax was spent for other uses.

Looking into it, it seems the aforementioned legislation only abolished it from the organizational structure of Internal affairs.  According to Nix it was eliminated beforehand, but as to where and when, he'd be more helpful in that..

If you guys want the banks to make loans and they refuse to do so, the obvious solution to that problem is to nationalize them and make the loans directly.

It is a tax on the profits of businesses with 15 or more outlet or retail locations, that increases with the number of locations.

Ah, no, it's easy to get confused.  I introduced legislation repealing the Break the Shell Corporations Act, not the Break the Chains Act. 

As for this tax we are talking about, I think it should be lower at least, but I could also see using a smaller tax as a way to fund a loan program.
