The problem is simple: what are their borders, where is its capital, where are the structures to make it a state? We have sent a message to Israelis: we will work on an agreement and we will see the foundation of a Palestinian State but we are not endorsing any sort of Unilateral Move. Recognizing the Palestine Authority as a state before a Peace Plan is an unilateral move and we would be breaking a deal with Israelis.

The peace plan guidelines were clear: Israel stops building settlements and Palestinians stop their unilateral moves of sovereignty recognition. Both leaders, Buji and Abbas, have the mandate that they need, approving Palestinian State Recognition however could  endanger the process by harming Buji Government.

I support a two state solution, but I think you have to play this out through diplomacy to get that end, whereras if we try and assert the desired answer at the beginning, we probably won't get it.

I support Palestine, and in normal circumstances I would vote yes, but we are close enough to see an actual peace deal this time to put the entire process in jeopardy.

We've got sanctions that need to be created, we can even have a clause recognizing automatically the Palestinian State after the Referendum and we should be specifying how much of Foreign Aid can we give for those countries! I hope that we can now craft a whole bill to address the Agreement and to see how can we deal with the new challenges of consolidating the Peace Process. Will the senators support increased foreign aid, Palestinian refugees living here in Atlasia and will you authorize our military participation on Peace Keeping Forces?

Were the current sanctions all conditional upon the reaching of an agreement? If so then yes, this isn't necessary. If not, then we need to lift those.
