I see no reason to include energy spending as a mandatory part of the budget structure. If a Representative can give an argument for why we need to subsidize a certain type of energy or spend on a certain energy project then that can be debated by the Assembly and added into the budget if the Governor agrees. But, we shouldn't be assuming that we need to spend an certain on certain types of energy before the budget has even been debated! If are going to spend on something energy-related, it should be because a Representative can show or argue that it is necessary, not because it's a default part of the budget structure.

I don't know that it'd be advisable to eliminate items outright from the budget, if only because the current legislation provides a useful template for future Governors with different agendas.

As you and I did for this current budget, we can always strip it to bare bones for a particular session.

The requisite 48 hours has passed.  By a 3-1 vote with one absence, the bill passes and goes to the governor's desk for his signature or veto.

The governor vetoed this bill at just before 6PM today.  There are about 43 hours left for a Representative to make a motion to override.  If there is no motion within that time, the bill will fail and the thread will be closed.

The period to request a veto override vote has passed.  The veto stands.   The bill fails.
