If true and done by the government, it makes the case for intervention again. The Russian negotiated 'deal' would have done nothing and it is clear the political process has completely broken down.

There is no real reason for the government to be using gas now.  They're winning the military fight and it would be stupid to reopen the possibility of Western air strikes.  Plus, their Iranian backers are fairly strongly anti-gas due to being on the receiving end of such attacks during the Iran-Iraq War.  That isn't to say that an idiot on the government side might not have authorized the use of gas, as there are plenty of idiots in the world, but it would be far more sensical for this to be false flag operation by the Islamists trying to draw in support.  The only side I'm certain wasn't responsible is the secular portions of the opposition.  They haven't shown either the ruthlessness or the competence needed to pull something like this off.
