Yes.

It has the nation's fourth-highest African-American population, higher than Tennessee or Arkansas.

Also, the huge growth being seen in the D.C./Baltimore area places the state in the Sunbelt with its Southern kindred of Richmond, Charlotte and Atlanta rather than Philadelphia or New York.
