Montreal and Vancouver are non-starters for me. If it's going to be in a Western, North American city, New York is the best option.
That said, a strong case could be made for it not being in the west, let alone North America.
Singapore has a good balance of cultural influences, but it is a bit on the authoritarian side. That said, it is balanced in a lot of ways between major movements of the world, although obviously extremely capitalist.
Europe, and especially Switzerland, is already given to much voice in international diplomacy, so scrap that.
So, status quo, but if it had to change for some reason, Singapore.
....or maybe the Maldives.
Maldives ban the practice of other religions than Islam and in their constitution non-Muslims are banned from voting. So I have a hard time seeing why they should be centre of UN. In fact that the trouble with placing it outside "the West", it's quite hard to find liberal democracies.
Of course if we had to find a non-White stable liberal democracy which is also neutral. I would suggest Johannesburg or Cape Town. South Africa could use the money it would bring.
