There aren't as many high income census tracts as one needs to make a district. CT is probably better, but not as good as SF.

I am sure the wealthiest bits of Frelinghuysen's, Lance's, and Garret's district in NJ - basically the non-rural parts - would be in the running and could probably be contiguous.
