The reasoning behind the bill makes sense to me, though I don't see how transferring your adopted child to another home would be less complicated than adopting from an agency.  Did we just stop doing background checks for some reason?

The foster home/adoption system is a godawful mess, so this is a small step in the right direction.

Because parents were finding the next home for the kid on the Internet, without any legal process.

It's a good step, but it doesn't actually stop the practice. This sort of thing happened before the Internet existed, I'm sure.

I'd rather see Wisconsin adopt stricter education and training requirements for people who want to adopt children and appropriate money for more post-adoption parental support (there is basically zero, currently).
