The best way to do it would be to condition the assistance on the presence of such a plan being in place. If you don't have such a plan, you won't get the money. And of course that will ensure the money isn't diverted or wasted.

I am so tired right now my head is spinning.

Basically it is the seat belt thing. The Feds cannot force them to do, but they can cut the highway money. Same thing for speed limit and I think drinking age.

So in short the word obligated is the problem.

Hmm, the problem I see with that is it doesn't guarantee anything. Is there any way we could force the governments to implement free emergency accommodation, in the same way that education is mandatory?
