Scott was working on a proposal to do that in the IDS. Not sure if the other regions have addressed it yet or are going to.

Too early to declare the amendment passed.


Should we cover the whole the cost or a percentage thereof? I would prefer the latter, because certainly the Regions can be expected to cover some percentage if the NE and probably the IDS (haven't checked recently to see what the status of that is, just too much going on) are looking to cover all of it already.

So maybe $20 billion grants? That is still a large sum of money and would probably need a funding stream of some kind.

The best way to do it would be to condition the assistance on the presence of such a plan being in place. If you don't have such a plan, you won't get the money. And of course that will ensure the money isn't diverted or wasted.

I am so tired right now my head is spinning.

Basically it is the seat belt thing. The Feds cannot force them to do, but they can cut the highway money. Same thing for speed limit and I think drinking age.

So in short the word obligated is the problem.

Aye, but I get the feeling that goldwater's and adam's amendments are functionally the same thing.

I get that sense as well.

ABSTAIN for now.

Part of me wants to vote nay and work out another compromise but I'd need some convincing that there is Constitutional authority for either Section 1 or Section 3 in terms of the Senate limiting the regions ability to legislate on this matter.

My section 1 amendment would have limited the provisions to just the Federal laws relevant to the situation.

Griffin your amendment amends a section that no longer exists. You can restore it and add your new text to it at the same time, but your amendment needs to be revised to idnicate that (basically bold the whole section) I think.
