To truely be a rogue nation, you have to be a naughty nation who is small enough to isolate. Russia is far too big to isolate, so, despite their crimes, they are not a rogue nation simply because they are too big and people don't want to isolate them. About the only time Russia was a rogue nation would have been in the early Soviet Union, and even then Germany was willing to deal with them.
